ETS – carbon tax – starts in 5 weeks!

Alan Kohler in The Australian

From July 1, coincidentally the day before the election, the Coalition’s “safeguard mechanism” within its Direct Action Plan will come into force.

One-hundred and fifty companies, representing about 50 per cent of Australia’s total carbon emissions, will be capped by legislation at their highest level of emissions between 2009-10 and 2013-14.

If they emit less than their caps, they will get credits, called Australian Carbon Credit Units (ACCUs), which were created by the Gillard government’s 2011 legislation; if they emit more, they have to buy ACCUs on the market.

The caps specifically include the electricity sector and the ACCUs are “financial products” under both the Corporations Act and the ASIC Act, and can be traded, so an ETS market will be established from July 1.

Kohler claims this Cap N Trade idea has been part of Coalition policy since before the 2013 election. That is a spin doctor story it appears Hunt is providing. Abbott won on a blood oath to get rid of carbon taxes. He wanted to rule out emissions trading. Gore and Palmer forced him to add in a proviso to not rule it out entirely, but to allow a “review” for an ETS. When Direct Action was removed the ETS was sold as a deal that would only happen if and when all the major players signed up. So Hunt and Turnbull said straight after the coup that trading “might” start from mid 2016.  Turnbull can say he’s sticking to the Abbott plan, but Hunt can get an ETS thanks to the Palmer clause that Al Gore flew here to get. In other words, this is a GoreTax. (What did he offer Palmer?)

How did they get the contentious political bomb of a carbon tax through? By keeping it a secret.

The key has been not talking about the ETS part of the policy and to emphasise the lack of a price on all emissions. He hasn’t exactly kept it secret, since it’s in the legislation, but nor has he talked about it publicly and nor has anyone else.

Both the Greens and the ALP passed the legislation in December, even though they probably could have blocked it. Why? It’s because they basically agree with it and want to use the mechanism if elected.

Will it work? That depends on the gradient of the cap reductions when they start. The key is that an ETS has now been legislated in Australia and can be adjusted to fit requirements, either budgetary or political.

This raises several questions. The Liberal, Labor and Green members all voted for it. So not only did the 53 Turncoats sign it off, but so did the 45 Abbott supporters, and Abbott too. If Kohler is right, we heard nothing from the Nats, nor the Lib Dems, or any independents. Did they not realize what they were signing? Possibly not.

Christopher Pyne on Q and A last night:

Audience Question: “Why is the Coalition Government being so quiet about this virtual ETS during this election cycle?”

Pyne circled the question before admitting he hadn’t read the article by Kohler.

“Nobody asked me to become familiar with it before the show so I can’t talk about Alan Kohler’s column,” Pyne said.

“I can tell you with a number of different measures… I believe we will meet our 26-28 percent target without doing what Labor wants to do, which is bring back a job-destroying carbon tax.”

Where are the protests from the 150 companies who will have to pay?

TRUMP CAUGHT TRUTHING AGAIN!

I'm being invaded... see ya in a few days

Comments

I have about 1700 acres of native forest and 250 acres of plantation trees so if Turnbull is stupid enough to provide me with an additional income stream to sell carbon credits to companies, who am I to complain...

What a relief, Global Warming is only happening NORTH of CAIRNS.....

I don't know why ANYBODY should be concerned with Global warming....or cooling, come to that. The recent warnings about the rise and rise of virus' and bacteria that are themselves immune to any drugs or immunisation so far developed, renders the long term concern about Climate Changer utterly irrelevant. Couple that with the pig headed refusal to cancel a major International tourist magnet, like the August Olympics, means the likelihood of major disease outbreak is a real threat to us all. The money wasted on chitty-chat about Global Warming will need to be...must be.. diverted to medical science.

Don't pay any tax ever. Civil disobedience. Let the Globalists/Islamists/Communists go and fuck themselves. Don't give them a red cent. They will only piss it down the Islamic toilet.

Lord Monkton warned us about Turnbull in 2014, and those 53 morons did not heed that warning. I hope that they all lose their seats because Liberal/Labor, it's all the same. Agenda 21 here we come.

Trump sends shivers down spines of nations trying to solidify global warming pact

DUESSELDORF, GERMANY – The talks in Germany to flesh out December’s historic global climate deal are probably not at the top of Donald Trump’s agenda this week.

But the diplomats from 196 nations huddled in Bonn are keenly aware of the fact that the “The Donald” is now within spitting distance of the White House — and it is making a lot of them nervous.

It is not hard to see why.

The last Republican standing in the U.S. presidential race has described climate change as a hoax perpetrated by China to gain competitive advantage in manufacturing over the US, an eccentric theory even among climate skeptics.

More recently, he said he was “not a big fan” of the Paris Agreement, the fruit of two decades of stop-and-go (but mostly stop) wrangling between rich and developing nations.

“I will be renegotiating those agreements, at a minimum,” Trump told Reuters in an exclusive interview last week, betraying an unfamiliarity with the U.N.’s consensus-based process.

“And at a maximum I may do something else.”

Under the Paris accord, 196 nations have pledged to hold global warming to well under 2 degrees Celsius (3.6 degrees Fahrenheit), and to help poor countries cope with the impact of climate change while weaning their economies off fossil fuels.

Sidestepping a recalcitrant Congress under Republican control, U.S. President Barack Obama has used executive power to aggressively confront global warming at home and abroad.

Especially during his second term, the U.S., along with China, has been a pillar of the tortuous — and sometimes torturous — U.N. talks.

The prospect of a Trump presidency precisely at the moment when nations are inching toward ratification of the delicately balanced deal sends shivers down the spines of negotiators here.

When asked what worried him most at this stage, Seyni Nafo, climate ambassador for Mali and president of the Africa Group, snapped: “Trump winning the election.”

It is at least reassuring, Nafo added, that — according to the rules — it would take four years for the United States to withdraw from a ratified treaty.

France’s top climate diplomat, Laurence Tubiana, agreed that Trump in the White House could do serious damage to the new climate regime.

“If the U.S. government is implacably hostile to the Paris Agreement, it won’t help,” she told journalists on the sidelines of the talks.

“But I don’t think it will derail it,” she added.

Historical precedent, however, is not especially reassuring.

The Kyoto Treaty — which dangled in limbo for seven years before entering into force — was fatally weakened from the moment the administration of George W. Bush refused to ratify.

Japan, Russia and Canada later pulled out.

Go The Donald!

Trump 'would exit global climate accord'

Donald Trump, the presumptive Republican presidential nominee, says that he would pull the United States out of the UN global climate accord and slash environmental regulations on the energy industry if elected.

The comments deepen the contrast between the New York billionaire and his Democratic rivals for the White House, Hillary Clinton and Bernie Sanders, who both advocate a sharp turn toward renewable energy technology as a way to combat climate change.

"We're going to cancel the Paris climate agreement," Trump said on Thursday at the Williston Basin Petroleum Conference in Bismark, the capital of North Dakota, the second largest US oil-producing state.

It was Trump's first speech detailing the energy policies he would advance from the White House.

Trump said he would invite TransCanada to reapply to build the Keystone XL pipeline from Canada to the United States, reversing a decision by the administration of President Barack Obama to block the project over environmental concerns.

"I want it built, but I want a piece of the profits," Trump said. "That's how we're going to make our country rich again."

"President Obama has done everything he can to get in the way of American energy," he said. "If crooked Hillary Clinton is in charge, things will get much worse, believe me."

How to loose an election without really trying.

What else is he hiding from us? He can't be trusted about anything. Will he let his traiterous buddies decide on the gay marriage vote now, instead of it going to a plebescite as he promised?

and if the vote is close who knows what deals will be done, the greens only survive by playing one side against the other , then want their piece of flesh as a reward,or in this case a useless carbon tax

And i presume that these ""credits"" are just more government red tape that has to be complied with! what do these companies receive in exchange, oh, i get it , they dont get fined , can i have some of that , print out a form , and demand money from some one else, that is extortion in my book, what a scam. And where does that extorted money go,, is it just another business tax, or does it go O/S to some dodgy bank in Switzerland or Nigeria,
